Background of TADB

The Government of Tanzania has decided to establish the Development Bank Limited (TAD B) under the provisions of the all Financial Institutions Act No 5 of2006 and the Banking and Financial Institutions (Development Finance) Regulations, 2011. The bank shall have the following key objectives:
i.    To catalyze credit delivery to the agricultural sector and thereby accelerate agricultural growth;
ii.    To lead, as an apex agricultural financing bank, in capacity building strategies and programmes to strengthen the agriculture financial value chain;
iii.    To be an important initiative in the implementation of the Government's Second. generation financial sector reforms as well-as in the furtherance of the National
Strategy for Growth and Reduction of Poverty for Mainland Tanzania (MKUKUTA), and Zanzibar Strategy for Growth and Reduction of Poverty (MKUZA);
iv.    To catalyze existing agro-financing activities through provision of short, medium and long-term facilities to the following institutions: commercial banks, community banks, savings and credit cooperative societies (SACCOS) and microfinance institutions (MFls) that are active in lending to the agricultural sector;
v.    To coordinate and monitor agriculture and rural lending activities with a view to maximizing the impact of agricultural growth by working closely with the
Ministries and institutions responsible for Agriculture, Regional Administration as well as the numerous players active in this sector;
vi.    To assist the Government in implementing its policies on enhancing the financial sector's inclusion in the rural areas.

1. CREDIT ADMINISTRATION MANAGER - 1 POSITION
JOB TITLE MANAGER
DEPARTMENT CREDIT ADMINISTRATION
REPORTS TO DIRECTOR OF CREDIT AND BUSINESS
MANAGEMENT
SALARY GRADE TADB 7

NATURE AND SCOPE:
The job holder reports to the Director of Credit and Business Management. He/She is responsible for proper administration of the lending activities of the bank.

Key Responsibilities
•    To ensure that the value of collateral is adequate at all times to support the loans, with specific margin requirements in accordance with the approved Application for Credit (AFC) . –
•    To ensure that the bank receives appropriate loan documentation for each type of credit facility and a legal opinion for every term loan agreement.
•    To ensure that the bank receives sufficient valid insurance cover for projects from an insurance company acceptable to the Bank
•    To ensure that an independent appraisal of real estate held as collateral by the bank is carried out every year in a volatile market, or every three years in other cases.
•    To ensure that collateral inspection of merchandise hypothecated/pledged to the bank are carried out at periodic intervals at least once every six months.
•    To report monthly all credit facility limits that expire during the course of the following three months.
•    To ensure that all collateral documents such as bonds and securities, stocks and shares, guarantees, mortgage documents etc. are secured under dual control.
•    To prepare Bank of Tanzania and other periodic reports.
•    To ensure that collateral inspection of merchandise hypothecated/pledged to the bank are carried out at periodic intervals at least once every six months.
•    To prepare regular status reviews on the lending portfolio.
•    To verify and confirm periodically at the renewal of credit line, that all required security/support documentations are physically held in safe custody.
•    To ensure rectification of existing discrepancies/deficiencies in security documentation is done for all loans which have been disbursed.
•    To provide information to Credit Reference Bureau (CRB) regarding delinquent borrowers.
•    To carry out any other duties assigned by the Director of Credit and Business
Management from time to time.
Competencies

General
•    Ability to set and communicates fair and consistent performance targets in the department and amends them periodically to ensure effectiveness and efficiency.
•    Ability to create new opportunities and generate ideas which add value to the business, and challenges others ideas in a constructive way.
•    Possess an in-depth understanding of clients and their needs and monitor changes in their environments to effectively predict effect on the bank's operations.
•    Ability to evaluate priorities across processes/teams and facilitate agreement to changing priorities and new challenges by monitoring progress of jobs and agreeing to work schedules.
Functional/Technical
•    Knowledge of Regulator's requirements on reporting and ability to interpret
Central Bank policies on lending and implement them within bank's strategic plan
•    Knowledge of project appraisal and monitoring process.
•    Knowledge of documents essential for the bank as collateral for lending.
•    Knowledge in financial analysis.
•    Ability to devise appropriate actions when loan become delinquent.

QUALIFICATIONS, KNOWLEDGE, EXPERIENCE:
•    Master's Degree/Postgraduate qualifications in Business Administration,
Economics, Finance, Accounts, Banking or related discipline.
•    Minimum of 8 years working experience, of which 4 must in a busy commercial
bank or banking/or related financial institution.
•    Leadership, motivation and people management skills.
•    Team player with strong interpersonal skills.
•    Banking computer skills.

NATURE AND SCOPE:
The job holder reports to the Credit Appraisal Manager. He/She is responsible in conjunction with the Credit Appraisal Manager in the appraising projects and maintaining client relationships.

Key Responsibilities
•    To examine incoming applications/facilities requests for correctness and completion.
•    To advice clients on financial and economic issues that could affect their credit application.
•    To appraise credit applications.
•    To prepare reports pertaining to credit facilities management.
•    To monitor credit facilities and projects and ensure proper use of funds.
•    To follow up and ensure adequate servicing of credit facilities.
•    To maintain close follow-up of irregular accounts and report on them.
•    To negotiate repayments in the case of default by clients.
•    Assist in providing training and business advisory services to clients.
•    To ensure the necessary and relevant bank records, e.g. loan files, are kept and updated as required.
•    To carry out any other duties assigned by Supervisor from time to time.

•    Computer literate.

NATURE AND SCOPE:
The job holder reports directly to the Monitoring and Evaluation Manager. He/She is responsible for advising on monitoring and evaluation activities related to bank's projects.

Key Responsibilities
•    Ensure loan documentation is complete and that all conditions precedent is met prior to disbursement of funds.
•    Ensure loan funds are used by project promoters for purposes approved by the bank.
•    To detect the problems and deviations from agreements and project plans at early stage and propose actions to remedy the situation.
•    Ensure borrowers' compliance with credit terms and timely loan repayments.
•    Visit project sites and prepare detailed project status appraisal and call reports.
•    Prepare periodic reports on defaulters and recovery plan.
•    Carry out reviews of problem accounts and recommending courses of action.
•    Prepare loan restructuring/scheduling proposals.
•    Prepare Credit facility renewals and extension of validity periods.
•    To ensure sound and good quality loan portfolio at all times.
•    Ensure the securities pledged to the bank are in good condition.
•    To carry out any other duties assigned by the Monitoring and Evaluation Manager from time to time.
